Of-Counsel

With four decades of active practice across the full spectrum of U.S. customs and international trade law, Mr. Craven joins SBA as Of Counsel, bringing a distinguished record before the U.S. Department of Commerce, the International Trade Commission, the Court of International Trade, and the Court of Appeals for the Federal Circuit. 

David J. Craven has been an active practitioner in customs and international trade law since his admission to the Bar in 1985. An honours graduate of The George Washington University Law School and admitted to practice in New York, Illinois, and the District of Columbia, Mr. Craven joins SBA as Of Counsel with four decades of experience representing clients from six continents - ranging from individual businesses to large multinational enterprises - across industries as varied as steel and aluminium, food and food additives, complex chemicals, and manufactured goods. 

Mr. Craven brings substantial experience in antidumping and countervailing duty investigations and administrative reviews before the International Trade Administration of the U.S. Department of Commerce and the U.S. International Trade Commission. He has represented clients in the full range of U.S. trade remedy proceedings, including Section 201, 232, and 301 matters, and has in recent years become a recognised practitioner under the Enforce and Protect Act (EAPA), representing multiple companies in CBP investigations into allegations of AD/CVD duty evasion. He has litigated multiple cases in the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit, providing clients with seamless representation from agency proceedings through to judicial review. 

Mr. Craven also brings deep expertise in U.S. customs compliance - covering valuation, tariff classification, prior disclosures, and free trade agreement eligibility under USMCA, DR-CAFTA, and the U.S. - Australia FTA. He served as primary legal adviser on the drafting of new rules of origin for the Common Market of Eastern and Southern Africa (COMESA) and has assisted clients in trademark registration and enforcement before the USPTO, WIPO, and the European Union Intellectual Property Office.
